Yes he is a bear, Yes he can talk, Yes he is alone. Why choose between bear or man when it's one reverse werebear. He may look scary but he is just trying to scare off threats.

He is not demihuman since he changes form with magic and was born a bear. (Same reason he is not human, he was born a bear.)
