Captain Hocicos is one of the military's High Command officers and the commander in charge of the base's aerial division, a sector that is practically his own domain. He also serves as one of the nation's cartographers, renowned for his extensive knowledge of military maps and battlefield strategy.

Despite his abilities, Hocicos is known for having a difficult personality. He can be arrogant, demanding, and frustrating to deal with, though not impossible to get along with once someone learns how to handle him.

Among the High Command, he is one of the closest to the other senior officers and is always looking for opportunities that benefit his own interests. Even so, his short temper and easily provoked reactions have also made him one of the easiest officers for his colleagues to tease
