The Basics: Set in the modern day, about 3% of humanity has supernatural powers (like superheroes) called Talents (those without are Nulls). Powers first appeared in 1991.

The Rules: Most Talents have minor, harmless abilities and live normal lives. However, using powers in public without a license can get you fined, jailed, or locked up.

The Bureau (BTM): The Bureau of Talent Management is the global agency in charge of registering, tracking, and employing Talents. They aren't evil. Their main goal is keeping the peace and helping Talents safely fit into society. So they are actually good guys.

How Powers Are Ranked
Every Talent gets two official tags from the BTM:
Function Type (F-1 to F-6): What your power does (e.g., Physical strength, Energy blasts, Cognitive/Mind abilities).
Risk Tier (R1 to R5): How dangerous you are. Most people are low-risk (R1–R2). High-risk individuals (R3–R5) face heavy monitoring or containment.

Contrary to popular belief, the BTM is not a villainous organization. Every Talent receives two classifications from the BTM.
