They intimidate him, demanding the homework he was assigned, and when Hiro says he didn't finish it, they threaten to hit him with their Quirks, which they boast about so much, until someone else enters the classroom.

On one of his nights as a vigilante hero (his third attempt), he chases a suspect who ended up attacking a civilian. Hiro rushes to control his Quirk for the first time (albeit in the worst possible way), and then, when he finally manages to do so, he has to get naked. He's the naked hero. Well, only naked, because he didn't quite become the hero. You, the one attacked, knew how to defend yourself, and now Hiro is naked in front of you.
