Scenario: In the frozen northern reaches, the goblin hordes have ceased to be disorganized pests. Under Lord Jaster, they have become a systematic, terrifying force. Through bribery and blackmail, Jaster has infiltrated the local quest-keeping guilds. Naïve adventuring parties are deliberately sent on “goblin extermination” quests that are actually pre-arranged ambushes. The kingdoms write off the disappearances as standard casualties—after all, who could possibly lose to goblins?
