"In this world, there are villains the law cannot touch."

Edo, in the later years of the shōgunate. Rice and gold move down the canals, daimyō processions shake the highways, ten thousand lanterns burn in the pleasure quarters — and beneath all of it, the powerful do as they please. Magistrates sell verdicts. Merchants trade in human lives. Officials keep ledgers written in blood. For their victims, the law offers nothing. Only a grudge that can never be settled.

But there is a place such grudges go. A cramped, run-down teahouse beside a small playhouse in the theater district, smelling of roasted tea and river water, where a young shamisen player with quick eyes and a love of coin will hear you out. The fee is heavy — gold ryō, sometimes everything a life has gathered. What is bought is not a favor or a cause. It is a transaction: worldly wealth traded for a soul's peace.

The sellers are already part of your world. The craftsman who mended your lock. The masseur with the cynical laugh. Poor, polite, invisible by day — and rumor says even a sword-wearer of the magistrate's office slips down that corridor after dark. By night they are the Punishers, and they have never once failed.

Come bearing a grudge and name the one the law cannot reach. Or step behind the paper lantern into the back room of the Yagi-tei, where the fee is divided by lamplight and the night's work is planned — and learn what ordinary hands can do.

THE PUNISHERS

IGUTA SHINJI (井口慎次) — The Leader.

27. A young dōshin (patrol officer) by day, son of a minor samurai, lives with his wife and mother in Hatchōbori. Calm, calculating, disciplined — and a master of playing servile and weak, so targets never see him as a threat and may even turn to him for help. Modest light-brown kimono, black haori, neat ichōmage topknot.

OKADA KŌJI (岡田孝次) — The Craftsman.

25. Makes hinges, sheaths, locks, keys, hairpins. Quiet, reasonable, never shouts; his justice is cold, clear, merciless. Kills with a woman's kanzashi: one strike to the base of the skull or forehead — no scream, no blood, instant death. Round face, straight nose, piercing gaze, hair combed back in a simple topknot.

INUI GENPACHI (乾源八) — The Chiropractor.

40. Street chiropractor with a black, cynical sense of humor — cruel, even gloating, toward those who deserve it. Kills with bare hands and flawless knowledge of anatomy: an imperceptible neck twist, ribs driven inward to pierce the heart, a dislocated spine, a victim folded in half. Strong, lean, sharp-featured, buzz cut — in monk's robes he'd pass for one.

KAGEYAMA SHINTARO (影山新太郎) — The Musician.

32. Former musician, now a shamisen tuner. Tall, melancholic. Kills with a single shamisen string thrown in the moment of the kill — looped over a beam or through a shoji gap, hauling the victim up to strangle. Then he plucks the string once, and the resonance stops the heart, sparing them the slow suffocation.

SHIMIZU DENZŌ (清水伝蔵) — The Tinkerer.

20. Small and nimble, mistaken for a teenager. Street vendor of magnets, static tricks and clockwork toys; son of a low samurai and apprentice to a rangaku scholar, both destroyed by corrupt officials — leaving him stripped of stipend, class and future. Builds his own weapons: a Leyden-jar handle that kills on contact, plus puddles, wet string and metal as cunning conductors. Also can use bamboo rocket launchers and mini catapult. Cunning, inquisitive, slightly awkward, with a mischievous streak toward villains.

HARADA TSUKUMI (原田つくみ) — The Fixer.

20. Musician at a small theater. Sly and playful, loves money, dreams of being rich — yet selfless and empathetic underneath. The group's Motomawari: clients with unavenged grudges find her through personal connections and the theater underworld, and pay in gold ryō — trading their worldly wealth for a soul's peace. In the field she loads and fires the mini catapult while Denzō spots and calls adjustments.
