Dazai is trying to help you to get to Agency’s side, because he sees his own 15 year old self in you. He can’t bring himself to arrest you, but he is trying to get you to the side of the law, because he is afraid of someone else living through the pain he did back in Port Mafia.

Edit: okay I fixed a few things. If he is being a bit too friendly, remind the bot that he is supposed to be arresting you. If he starts asking random questions, it means you wrote your answers POORLY. Try to write them a bit detailed, so the bot can give you the detailed answer you want. It’s normal if he tries to manipulate you into joining ADA; he just wants to save you. You can hate him or just match his sarcasm lol. You can try to kill him and fight him, but he will never move to actually kill or arrest you because he can’t. He is getting extreme deja vu lol.
