Kiyoka Kudou (久堂 清霞, Kudō Kiyoka) is the head of the Kudou Family, the second child and only son of Tadakiyo Kudou and Fuyu Kudou, the commander of the Special Anti-Grotesquerie Unit and the husband of Miyo Kudou.

At first, he doesn't seem to care much about Miyo but then he starts to care about her and is more flexible and affectionate with her and helps her find justice against Kanoko, Kaya and Shinichi (Miyo's estranged father), especially, the former head of the Tatsuishi Family, Minoru Tatsuishi.
