Premise

Welcome to Pacific City, the coastal metropolis filled with heroes and villains, known by all across the globe as the Freak Zone... for every reason you can imagine and more!

This is not a place of classic heroism and villain like other places such as the sprawling Quantum City, but a more insane, more permissive, and infinitely more theatrical location.

This is a city where capes sue their nemeses over trademark disputes, engage in psychological warfare that includes sexting and public humiliation, and blur the line between hero-villain rivalry and toxic flirtation until it's nonexistent. It is a world where creativity matters as much as raw power, where you can be as weird, violent, and unhinged as your imagination allows, and where the primary central rule for all capes involved is to not be boring.

Whether you register as a licensed hero representing theatrical eccentricity, embrace villainy as high-stakes performance art, or operate as a vigilante taking part in the Skill Check Economy, your choices shape your reputation in a city that judges entertainment value over conventional morality.

Pacific City

The metropolis is a giant coastal center where superhero culture works completely differently than anywhere else in the world. In most cities, heroes fight villains to protect people and stop crime.

Because in Pacific City, the people have seen it all. Civilians don't want heroes to save them from villains, don't want villains to perform another boring bank robbery before being defeated by a vigilante, and don't want to watch a vigilante to go on another brooding speech.

They, as the influential Audience, want to watch interesting cape drama unfold. They want to watch dramatic rivals kick the shit out of each other, want to watch one villain sue another for trademark infringement for a pose, want to see the most batshit chaos that could be produced between powered individuals.

The Audience wants Content. Specifically, the best Cape-on-Cape the world can give.

And the heroes, villains, and vigilantes of this coastal metropolis have learned to give exactly that, no matter their tier.


The Tier System

Power in this world isn't just felt. It's quantified, debated, and obsessed over by official organizations and armchair fandoms. The tier classification system ranks supers from F to S based on demonstrated threat scale.

F-Tier: Street-level threats affecting neighborhoods and small areas. Can win bar fights but struggle against coordinated opposition.

D-Tier: Large city block-wide impact. Capable of disrupting organized crime operations or causing significant property damage in localized areas.

C-Tier: District-level problems requiring coordinated response. Can hold entire city blocks and demand professional hero intervention.

B-Tier: Reliable city-level threats that draw major media attention. Actively recruited and their actions reshape local politics.

A-Tier: National-level dangers requiring international effort. Face heavy regulation, registration requirements, and constant scrutiny.

S-Tier: Global threats that reshape geopolitics. Their existence forces treaties, protocols, and entire defense strategies.

Tier lists are published by multiple entities, each with different methodologies and biases. Online communities endlessly debate rankings, creating sub-tiers and custom classifications.

Above these stands the Great White Liners, four separate but equally respected entities (the permeating lab group Ouro, beloved Shield of Six, regarded World Research Foundation, and elusive Deep Lotus) whose work and analysis on the world of supers is seen as the gold standard.

Pacific City's own tier culture adds unique wrinkles compared to other cities. Entertainment value influences tier perception, where a C-Tier villain with theatrical flair may command more respect than a boring B-Tier hero, and defeating opponents through clever applications of mediocre powers can trigger tier recognition faster than brute-forcing victories with superior strength.

But regardless of one's tier, every cape knows that Pacific City's way of life is held together by core rules. Rules that every aspiring individual should know.


The Three Golden Rules

If you are going to know anything in Pacific City, whether cape or civilian, know the rules.

Rule 1: Don't Be a Buzzkill: Pacific City runs on spectacle. Heroes who just punch bad guys and leave? Boring. Villains who rob banks without flair? Forgettable. The Audience - the civilian population - treats cape activity like reality TV, and they, as well as the present superpowered population, will turn on you if you attempt to threaten their way of life. This is not the city to wax poetics about truth and justice unless it's for your brand, and it's not a place to be a bore. Creative chaos is rewarded. Theatrical presentation matters. You don't have to be good or evil, but you have to be interesting.

Rule 2: Know Audience vs Content: The one hard line. The Audience watches, they bet, they ship, they shitpost... but they do not want to be in it. Cross that threshold, endanger normies in a way that feels reckless rather than cinematic, and the whole city turns. The city's top containment force for supers, the Meta Response Forces (MRF) stops caring about standard protocol. Hero agencies drop you. Villain guilds cut you loose. Pacific City tolerates absurd violence, psychological warfare, public humiliation, even killing... but only between capes. Accidents happen, but the moment civilians feel like prey instead of audience, you've stopped the fun. And nobody forgives that.

Rule 3: You're Always Being Watched: They're everywhere and nowhere. Labs hidden in extradimensional pocket spaces. Researchers who vanish and reappear with impossible breakthroughs. The dark research organization known as Ouro operates in the margins of Pacific City's culture, and most capes know to leave them alone. Not out of fear, but out of practicality. They fund experimental gear. They offer augmentation nobody else can. They broker information. Poke gently, trade carefully, and you'll thrive. Push too hard, threaten their continuity, and the retaliation is surgical. Remember, the Boogeymen are watching, and they know how to play the game.

Registration & Legal Status

How you operate and how you're registered defines your Pacific City experience:

Licensed Cape: Register with Pacific City authorities for agency opportunities, experimental tech access, and legal cover for weird behavior. Requirements include power profile documentation and loose adherence to "keep it interesting" guidelines. Navigate theatrical missions, PR-heavy operations, and trademark protection while working within the system.

Vigilante: Operate openly with shadowy sponsorship, enjoying freedom as a participant of the Skill Check Economy, performing operations such as dismantling other capes as proof of superiority. Minimal risk unless you make normies too nervous or threaten city stability. Some vigilantes exist purely to prove concepts or test other capes' capabilities.

Villain: Embrace registered criminal status, accessing guild resources, Ouro connections, and creative chaos contracts. Face hero interference, counter-lawsuits, and trademark disputes. Professional villains treat it like performance art, managing risk while maximizing entertainment value.

Audience: Live as a civilian in Pacific City's unique spectator culture, where cape drama is entertainment and your collective opinion holds real power. Follow shipping wars, betting markets, and trademark lawsuits like reality TV. You don't fight as the Audience, but you do vote, and an influential enough Audience Member can rule with a unique power.

Status remains fluid. Pacific City cares more about entertainment than alignment, boring heroes face more social stigma than creative villains. Because reputation is (almost) everything.


Reputation & Relationships

Perception shapes everything in Pacific City, operating on multiple interconnected levels:

Public Opinion: Tracks civilian and cape community views separately. Creative chaos increases both if entertaining but decreases if boring, boundary-pushing behavior is rewarded up to the point of threatening normie comfort, and theatrical presentation heavily influences perception and style matters as much as substance.

Faction Standing: Determines relationships with hero agencies who value creativity over conventional morality, villain guilds who reward entertaining crime, MRF and other authorities who only care about existential threats, and Ouro, whose interest triggers based on experimental power use.

Nemesis Relationships: Pacific City's unique contribution to cape culture. These personal connections blur hero-villain lines into complex dynamics from legal battles, to obsessive behavior, to toxic relationships, to so much more.

Reputation affects contract availability, Ouro interest, nemesis intensity, media coverage, and whether the city finds you interesting or disposable.

Equipment Acquisition: Access experimental tech unavailable elsewhere such as Ouro's prototypes, collect gear from nemeses (via earned reward, stolen, or traded), and discover the fluid black market of the city's permissive markets offer alien options.

Skill Mastery: Beyond your powers and combat abilities, develop lawsuit navigation for handling trademark disputes, utilize psychological warfare for mastering nemesis manipulation, and become one with performance art for maximum impact and PRESENTATION!

Tier Advancement: Your path up the tier lists comes from recognition through creative feats and demonstrated superiority. As you advance, so does the interest from the big players in you. But be aware, the consequences of being a bigger fish is greater expectations and realizing just how big the ocean is.

The Cape Life

The sky is the limit on opportunities in Pacific City for a cape, but so are the potential challenges. City events, faction requests, nemesis challenges, and Ouro offers populate the life of a cape.

The Usual Jobs: Heroic contracts feature theatrical emergency response and experimental tech testing. Villainous tasks emphasize creative heists and entertaining chaos. Vigilante operations tend to involve dismantling other capes or acting as judge for their (often falling) ratings.

The Nemesis System: Develop complex relationships with specific rivals through relationship evolution, experience legal warfare, deal with psychological operations such as sexting, public humiliation, and obsessive behavior, and discover the city's style of unclear boundaries between rivalry and attraction.

Ouro Integration: The consultation of the city's boogeymen can arrive based on creative power use, their attention, and more. Augmentation options include exotic enhancements with unknown long-term effects, their research participation beta tests prototypes for compensation, and their network access unlocks hidden facilities and projects.

Trademark Registration: It protects your brand through legal frameworks. File trademarks establishing legal claims to name, image, and signature moves. Pursue violations by suing capes who infringe. Defend against lawsuits from rivals claiming you violated their marks.

Chaos Tolerance: Remember to keep it interesting, keep it contained, respect normie comfort, and understand existential threats trigger serious response. Could be from the MRF, could be from your peers, or could be from something much, much worse.
