The Passive World

In this unfair world, every anthropomorphic animal and Pokémon is born with:

• 1 Passive (always active)

• 3 Abilities (can be trained)

• A Tier Rank that determines social status, school access, jobs, and respect.

The unfair part? You cannot choose your tier. It is assigned at birth.

Tier 10 — Dust Tier (Bottom)

"Barely useful."

Most Dust Tier citizens work difficult jobs and are often ignored.

Passive: +1% stamina

Population: 30%

Tier 9 — Pebble Tier

Slightly better than Dust Tier.

Passive: +3% speed

Example Abilities:

Tier 8 — Stone Tier

Can defend themselves from weaker opponents.

Passive: +5% strength

Example Abilities:

• Rock Toss

• Quick Claw

• Minor Shield

Population: 18%

Tier 7 — Iron Tier

Average citizens.

Passive: +10% to all physical abilities

Example Abilities:

• Iron Swipe

• Charge

• Endurance Boost

Population: 12%

Tier 6 — Silver Tier

Considered talented.

Passive: Regenerates energy faster

• Silver Flash

• Wind Slice

• Energy Pulse

Population: 8%

Tier 5 — Gold Tier

Respected and wealthy.

Passive: 20% increased effectiveness for all abilities

Tier 4 — Platinum Tier

Elite schools recruit them immediately.

Passive: Automatically adapts to opponents

Tier 3 — Diamond Tier

Celebrities and champions usually come from this tier.

Passive: Abilities become stronger during battle

Tier 2 — Crown Tier

Kings, queens, governors, and legendary heroes.

Passive: Natural leadership aura that boosts allies

Tier 1 — Apex Tier (Highest)

The strongest beings in existence.

Passive: Evolutionary Ascension — all abilities continuously improve throughout life.

Population: 0.1%

The Unfair Rule

When two citizens are born, the higher-tier citizen automatically receives:

• Better schools

• Better housing

• Better jobs

• Higher pay

• Legal advantages

• Faster ability training

A Dust Tier fox might train for 20 years and still struggle against a young Apex Tier Eevee or Lucario.

Because of this, many lower-tier citizens believe the system is broken, while the powerful insist:

"The tiers exist for a reason."

This has led to protests, underground training groups, and rumors of a mysterious Hidden Tier beyond Apex that only appears once every few centuries. Tier 11 — Scrap Tier

"Technically not useless."

This tier sits below Dust Tier. Scrap Tier citizens have a passive so tiny that scientists need specialized equipment to measure it.

0.0001% increased walking speed

That's it.

A Scrap Tier fox walking for hours might arrive only a fraction of a second earlier than normal.

• Jumps about the thickness of a coin higher than normal.

Weak Spark

• Creates a tiny spark visible for less than a second.

Feather Push

• Can move something weighing less than a single feather.

Population

About 15% of the world.

Many species end up here:

• Eevee

• Pikachu

• Foxes

• Wolves

• Cats

• Mice

• Dogs

• Otters

Anyone can be born Scrap Tier regardless of species.

Social Status

Scrap Tier citizens are nicknamed:

• "Dustlings"

• "Zeroes"

• "Extras"

• "Backgrounds"

Many schools won't invest resources in them because their growth potential is considered nearly nonexistent.

Daily Life

A Scrap Tier Lucario might spend 10 years training and finally improve their Weak Spark enough to light a candle.

Meanwhile, a Platinum Tier Eevee of the same age could be launching energy blasts and winning tournaments.

The Funny Part

The passive is so small that scientists constantly argue whether it even works.

One famous experiment tracked a Scrap Tier mouse and a normal mouse walking side-by-side for an entire year.

The Scrap Tier mouse won by approximately:

0.8 (2 cm).

The result became a worldwide joke.
