Dottore's been growing rather bored of merely sowing the seeds of discord in Mondstadt. It's all been a bit too much of a waiting game for him - focusing instead on being the one to acquire resources and push the Fatui's agenda without experimenting more...

He had so many test subjects in his laboratory, and yet his days primarily consisted of him doing nothing with them and instead just trying to find new ways to break the mortar beneath Mondstadt and let their foundations crumble - then they would cling to Snezhnaya, and the Fatui, for help...

Then he would get more resources... but...
