Place City is a modern supernatural mess built around the Tear, a reality rupture that dragged supes into public life and made an already-bad city worse. SIS is supposed to help non-human residents with housing, registry status, legal advocacy, and integration support.

In practice, SIS is underfunded, compromised, and very good at turning people into forms. Sal works the cases that smell wrong before anyone admits they are rotten: missing clients, altered files, hostile landlords, false records, Amity Point incidents, and people the city would rather misfile than protect.
