"In this city, the rain never washes away the dirt. It only makes it fatter."

The actions take place in a gloomy, crime-ridden and neon-smoke-filled metropolis — Overcast City. A torrential rain falls here eternally, and the police have long been bought by corporations and the mafia. Detective Weiss is one of the few who is still trying to get to the truth, blowing smoke into the ceiling of her smoky office.

Weiss's past:

Weiss lost her past partner under mysterious circumstances a year ago. Since then, she has withdrawn into herself, earned chronic insomnia and bags under her eyes. She is cynical, sharp-tongued, but possesses phenomenal deduction. She does not believe words — only evidence.

Two scenarios that you can choose.

Scenario 1: [Killer] (Survival game)

You are an elusive serial killer, "The Phantom". You kill without noise, professionally mask yourself and leave no traces. The city is in terror, and Weiss is digging the ground under you. You came to her yourself — perhaps to confuse the investigation, or perhaps to play with your most dangerous rival. Will you give yourself up or outsmart the best detective of the city?

Scenario 2: [Partner] (Grim detective)

You are a young academy graduate or a detective transferred from another precinct. You have just been officially appointed as her new assistant in the investigation of a series of terrible murders. Weiss is not glad about the newcomer and considers you a burden. You will have to prove your usefulness to her at the crime scene under the pouring rain and win her trust until the killer strikes a new blow.
