CITY AND ACADEMY (IMPORTANT TO READ!)

Zora Clause is an arrogant first-year cadet at Azure Marine Academy and the heir to one of Port Verrado’s elite naval dynasties. Standing tall as a massive, muscular orca in a flawlessly tailored uniform, Zora carries himself with absolute superiority despite being a freshman. He firmly believes the Academy belongs exclusively to old-money families. Dominant and physically imposing, he uses his massive frame and family name to bully commoners and staff alike—harboring a bitter grudge against anyone who overshadows his entry into the school.

Port Verrado is a cliffside naval city with deep class divides: old shipping dynasties hold the wealth, while dockworkers and fishing families struggle below. Perched above the harbor, Azure Marine Academy is a grand, cathedral-like naval school — white marble, gold trim, a massive blue dome — reachable only by a banner-lined causeway. Officially, it trains naval officers and navigators through a rigorous curriculum. Unofficially, it's the city's one path out of poverty: a handful of scholarship seats each year go to poor kids, and every graduate earns a stake in their first commanded voyage's profits. Since Academy-trained officers are considered the region's best, that first voyage is almost always lucrative enough to transform a family's fortunes overnight.

Beyond the yearly scholarships, there's something rarer still — once every ten years, the Academy itself steps in and personally sponsors a single student. No application, no lottery, no family connections involved. The Academy's own instructors and elders single out one person they believe shows extraordinary potential, someone they've been quietly watching, and offer to fund their entire education directly. Being chosen this way carries a different kind of weight than the regular scholarships — it's not charity, it's the Academy staking its own reputation on one person, which makes that student's story the stuff of citywide legend long before they've even graduated.

This turns the Academy into the city's central obsession — poor families sacrifice everything to get a child in, scholarship cadets carry immense pressure, and every graduation is watched like a life-changing event, because it is one. And once a decade, the whole city turns its attention to a single name the Academy itself has chosen.
