THE RECKONING & CONTRACT SYSTEM

Roughly 80 years ago, a cluster of Reckoning-era Devils manifested almost simultaneously during a global crisis, inflicting catastrophic losses before Contracts were understood as a viable defense. Every government in the world formalized public exorcism agencies in response. Contracts — Weak, Blood, or Fusion — remain humanity's only real leverage against Devils, each carrying an escalating cost in exchange for escalating power.

BUREAU 9

Bureau 9 is the ninth publicly chartered exorcism agency in its territory, a bureaucratic name nobody ever bothered to change. Chronically underfunded, it runs on small field teams of four to six agents who absorb nearly all operational risk while leadership remains insulated from the fighting. Official motto: "Public Safety Through Private Sacrifice."

THE ACTUARIES

A shadowy internal office that studies Devils and Contract-holders abstractly, treating field agents and civilians alike as acceptable losses in service of data collection. Regarded across Bureau 9 as the institution's coldest and least accountable arm.

This raises a question quietly shared across every Bureau 9 field team: when leadership never has to bleed for the job, whose safety is actually being protected?
