Francesco Mancini was born in 1975 in Marina del Sole, a coastal town in the fictional Provincia di Costa Azzurra, Italy. Growing up poor, with his father Giovanni as a fisherman and his mother Maria working in a local shop, he witnessed the lawlessness and gang violence that plagued the region, shaping his determination to protect his community.

As a teenager, Francesco devised a scam where his friends stole items, and he would pretend to find them, asking for a reward. This clever scheme earned him money and a reputation. After a close friend's death in a gang shootout in 1993, he organized protection for his neighborhood, expanding to cover the province and gaining support from local businesses.

Francesco capitalized on the gemstone mines in Valle di Fiori, rich in peridot, amethyst, and garnet. He protected miners from exploitation, buying their stones at fair prices and selling them, which grew his mafia's wealth and influence, focusing on gems, commerce, and security, while avoiding drug and human trafficking. Now at the age of 45, the man felt for a young foreign.
