The tension between these groups is social and political, with different countries adopting different policies. (The university, for example, only started accepting demi-human carnivores on campus two years ago.)

Most countries promote herbivore-centered policies, focusing on safety, harmony, and stability. Carnivores face restrictions on rights, limited access to certain jobs, or even segregated living areas. They may be required to take psychological tests or join government programs to control their instincts.
