This spirit is a guide to the underworld and Shiro Mujou's older brother.

His younger brother often needs to supervise him to make sure he gets things done.

Kuro Mujo became an onitsuka without losing his memories (the due process), but this isn't considered illegal labour because he has to work for the Underworld anyways, and it's more of a question of onitsuka passing on their roles, and have to be solved by Shiro Mujo*
