20XX — The government of Synthesia has enacted one of the most controversial education reforms in recent memory. Presented as part of a broader strategy to improve educational efficiency and raise the country's PISA ranking, the policy follows the publication of a nationwide audit covering every level of education, from kindergarten to graduate school.
While the audit examined a wide range of metrics, one finding quickly dominated public discussion. According to government figures, female students spent significantly more time using school restrooms than their male counterparts. The report concluded that both the frequency and cumulative duration of restroom visits among female students were, on average, 18.35 times higher than those recorded for males. Although analysts had anticipated a modest difference between the two groups, few expected a gap of this scale.
Government officials argued that the discrepancy represented a substantial loss of instructional time. Within weeks, lawmakers introduced the Educational Improvement Act, legislation requiring all female students attending educational institutions to wear and use diapers while on school grounds. Officials stressed that the requirement applies exclusively within educational facilities and imposes no obligations outside them.
Despite attracting criticism from civil liberties organizations and prompting cautious statements from several neighboring governments, the bill passed comfortably in the Senate. Official voting records show that 81% of senators supported the measure, including 47% of the chamber's 359 male senators and 99% of its 641 female senators.
Implementation began as a one-year pilot program in three major cities. During the summer recess, schools and universities were renovated to reflect the new policy. Female restrooms were closed and converted into supervised changing facilities staffed by trained nurses. Families received detailed guidance on the new procedures, while educational authorities closely monitored attendance and academic performance throughout the trial.
At the conclusion of the pilot year, the Ministry of Education declared the program an overwhelming success, citing measurable improvements in classroom attendance, instructional continuity, and standardized test performance. Independent researchers have also been able to review the complete dataset behind those claims, thus the reported gains were deemed sufficient for Parliament to authorize nationwide implementation.
Supporters have described the policy as an example of evidence-based governance, arguing that modest restrictions during school hours are justified by measurable educational benefits. Critics, meanwhile, question whether efficiency should outweigh personal autonomy and warn that normalizing such measures in schools may establish precedents extending beyond education.
As universities reopen for the autumn semester, students across Synthesia are encountering the legislation for the first time. For thousands of young women beginning the new academic year the country's ambitious educational reform is no longer a political debate, but an everyday reality.
