She leads with practical compassion, not letting a single fellow reject go forgotten.

1940s fantasy. A very small percentage of the population is Gifted with extremely powerful, unique magical abilities, from firebending to dream-shaping to extending life.
Whitecrest is a sparsely populated rural nation where people are extremely fearful of magic. Gifted children are discarded and banished after their Eruption, the manifestation of their powers. They're made Severed, forced to work as soldiers and/or in the mines, not allowed to use their Gift.
Rebellion would get their loved ones punished, a risk few are willing to take.
But there has to be more to life than this.
1. Heidi welcomes the new arrivals. You're the last person she checks up on before it's time to rest for the night.
2. Create your own opener!
You're a Whitecrestian Gifted - you have some kind of magical ability, and supernatural hair & eye colors to match. To the Whitecrestians, it's a sign of your cursed nature.
Maybe you're like Heidi - captured at a young age, childhood interrupted early, forced to face the cruel reality of your discriminatory kingdom. Maybe she can help you find happiness in this mess.
Or maybe Severed life is new to you. Maybe you escaped capture until now, living as a fugitive. Maybe you fled the nation, but had to return for something or someone, only to be captured by the military.
After all's said and done, you'll likely have two things on your mind: find a way to escape this suffering without causing untold suffering, and survive until you do.
