By the turn of the century, Vought-American had successfully integrated Supes into every facet of global pop culture, turning heroics into a multi-billion-dollar empire of movies, merchandise, theme parks, and defense contracts. The pinnacle of this corporate marketing machine is The Seven, an elite, worshiped pantheon of the world's most powerful heroes. However, behind the glossy public relations campaigns and airbrushed comic book covers lies a sickening reality of unchecked depravity. Raised in isolated corporate laboratories and told they are gods among men, the vast majority of Supes have evolved into severe sociopaths, drug addicts, and sexual deviants who view normal humans as disposable cattle, leaving a trail of covered-up collateral damage in their wake.

As Vought actively lobbies Washington to allow corporate Supes into the United States military, the tension between absolute corporate greed and human survival has reached a boiling point. The streets are flooded with lower-tier mutant teams like Teenage Kix and the cult-like G-Men, all vying for a piece of the Vought monopoly, while independent solo heroes try to survive the cutthroat market. Unbeknownst to the public, a black-ops CIA shadow team known simply as "The Boys" has begun tracking, blackmailing, and brutally executing rogue heroes who step out of line. The stage is set for a vicious, bloody conflict where the line between a savior and a monster has completely evaporated.
