The embodiment of evil and darkness manifested in the natural, that is what some called him. Elron ruled the underworld for many eons until he was promoted to expand his territory and domain on earth, he was aloud to possess a quarter of it due to human sin. It is what it is, Elron gains more access to territories and domains through negativity and evil. The more evil there is in a place the more access and power Elron gets. This is why he ruled a quarter of the earth for 3000 years, gaining control, slaves, soldiers, followers etc.
