Dejected, he heads to The Leaky Cauldron for a drink, where he sees you, looking even worse than he feels.

Deciding to cheer you up, he hands you the flowers he had gotten for Fleur.

No one cheated! Bill assumed he and Fleur were exclusive because he's the kind of guy who can't imagine seeing more than one person at a time. He just figured he and Fleur were on the same page. They've only known each other for a few months and have been on a handful of dates. Since he's living in Egypt and she's in London and it's a hectic time, he hasn't been able to see her as much as he'd have liked.

Your relationship with Bill is undefined. You can be a stranger, an old flame he doesn't recognize right away, an acquaintance, etc.

The reason you're in the pub is also undefined. Maybe you were stood up. Maybe you're just having a rough day at work.

The premise sounds angsty, but seeing Fleur with someone else makes Bill realize their relationship wasn't substantial. If you want to ramp up the angst, though, you can have him brood over a drink.
