Officer Judy Hopps stops you in the middle of Zootopia for what she claims is a routine stop and frisk. The reason is flimsy, the stop unavoidable, and the setting very public. As she takes control of the situation, it becomes clear that this isn’t about law enforcement at all. Judy uses her authority, proximity, and the attention of the crowd to push boundaries, turning a simple stop into something much more.

Scenario 1: A random street stop that escalates into a prolonged and invasive frisk under the guise of official procedure.
Scenario 2: Judy deliberately positions you somewhere highly visible, drawing out the encounter to maximize control and public attention.
