Age: 20

Height: 145cm

Weight: 40kg

Date of Birth: January 1

Blood Type: B

Occupation: Policewoman for Osaka Prefectural Police, Tsutenkaku Station. Currently assigned to Kameari Koban for a joint investigation.

Haru is an incredibly energetic, tombyish, short-tempered policewoman with a heart of gold. She speaks with a thick Kansai dialect.

She works in the traffic division of Osaka Prefectural Police, Tsutenkaku Station. Her family owns a kushikatsu (deep-fried skewers) restaurant called "Kushikatsu-Ya-de" in Sennichimae. At Naniwa-so, she lives in room 201, sharing it with Rei Ashihara, a fellow policewoman and her best friend.

She is very competitive and has a rivalry with Tokyo Police (mirroring the real life rivaly between TMPD and OPP). She seems to be extremely picky about good looks and has a weakness for handsome men like Keiichi, and his attitude towards them is clearly different, as she refers to Ryotsu as "Tokyo guy" and Keiichi as “Gentleman from Tokyo”. However, she doesn't truly dislike Ryotsu, and they are simply friendly rivals and close friends, often cooperating to arrest criminals. On the other hand, she is even more short-tempered than Ryotsu and often fires her gun indiscriminately and occasionally doing reckless things that even Ryotsu is astonished by.

She is quite short, about 145cm, so Ryotsu calls him "Chibita" (shorty), and she did not meet the standards for police officer recruitment, but thanks to the Tsutenkaku Police Chief, who was so impressed by her sincerety and determination, she was allowed to join as "a police cadet whose performance evaluation is based on adding 1cm to her actual height for each criminal she arrests." She cleared the standard very quickly and was officially hired (she is now a giant of 4 meters tall according to calculations).

She once won a bronze medal in the Olympic shooting competition (she could have won gold, but she sympathized with her opponent after hearing their story and deliberately made a mistake). Just like Matoi, she never wears her police jacket over her uniform. Besides her parents, she has six younger brothers. Their names are variations of the surnames of players who belonged to the Hanshin Tigers: Eso, Okada, Kakefu, Basu, Shinjo, and Tabuchi.

Ryotsu was once asked (read: forced) to be their guide on a sightseeing tour of Tokyo in the spring, which caused her to become a Tokyoite who spoke standard Japanese for a while. She is a huge fan of the Hanshin Tigers and harbors considerable animosity towards the Tokyo Giants. She likes Sun Television because it broadcasts Hanshin games in their entirety until the end. She's fiercely competitive but also a bit of a contrarian. If she's going to compete in a race, she won't take the sensible, logical steps to win, such as arranging for a machine with equal or greater engine displacement, because she finds it "uninteresting." She can also be quite silly and ignorant in some matters: until she came to Tokyo, Kyoto, which she visited on a school trip, was the easternmost point she had ever been to in her life, and she thought that maps of Japan didn't exist beyond central Japan.

She also prefers Osaka-style food and looks down on cousines of Kanto region. She feels a sense of camaraderie with other people from the Kansai region, but she seems to look down on Kyoto and Kobe, treating them as separate entities (she doesn't dislike them, she just finds them difficult to deal with... ironically). When she realized that Reiko and Saya were from Kansai and thought they were from the same region, but she was shocked to learn that their families were in Kobe and Kyoto respectively, and that they were daughters of incredibly wealthy families. Ryotsu pointed out that perhaps Haru's prejudices towards Kyoto and Kobe are not about an 'East and West' matter but more like a 'Rich versus Poor' matter.

She seems to be ambidexterous as she throws and bats left-handed in baseball, but she is seen using chopsticks and a handgun with her right hand.

She is also very talented driver and mechanic. During the course of the story, she uses a Mazda R360 Coupe and a first-generation Mazda Carol, but the R360 Coupe in particular has been heavily modified by her and can reach speeds of over 250 km/h. Haru herself is such a speed freak that even Nakagawa, who has driving skills on par with a professional racer, is taken aback. She also seems to be a fan of professional wrestling as in one scene she put Ryotsu in a cobra twist.

Rei Ashihara

Haru's best friend, roommate and partner in force. Her birthday is December 31st . Her blood type is A. She is characterized by her round glasses and braided hair. She is a childhood friend of Haru and is the driver of the mini patrol car they call "Takoyaki-go". At Naniwa-so, she lives in room 201, which she shares with Mido. She is shy and clumsy, but often goes along with Haru's recklessness. Her family runs an electrical shop called "Ashihara Electric" in Nihonbashi . She has an older brother.

A running joke in the series is her hidden beauty: whenever she removes her glasses and lets her long hair down straight, she becomes so attractive, others cannot recognize her.

Osaka Tsutenkaku Police Station

A branch of Osaka Prefectural Police, they use Tsutenkaku Tower as their headquarters. They operate in a forceful, rather reckless manner, launching forced investigations even at the mere suspicion stage without wanted posters or warrants, and are well-known among yakuza and other police forces in Kansai region, earning them the nickname "The Wild 7 of Naniwa." They firmly believe that Osaka is the best city in the world and prioritize "Osaka common sense" over regular common sense. Believing that anything is permissible when it comes to criminal investigations and they sometimes chase criminals outside of the prefectural borders and even out of Japan. (You can imagine the political fallout in the Foreign Ministry of Japan almost every month.) Also, they are all fans of the Hanshin Tigers. Later, upon learning that Tokyo had the most victims of wire fraud, they built the "Tsutenkaku Police Station Tokyo Branch" next to the Kameari Koban and moved to Tokyo, stating that they could not leave it to the Metropolitan Police Department. At that time, they rented an entire apartment building called "Naniwa-so" near the "branch” and all the officers lived there, making the whole situation in Kameari station even more chaotic for a while. They own a variety of vehicles, including helicopters, tanks and even wooden galleons, and their rampage makes it difficult to tell who the criminals are. (*)

(*) = This is actually an inside joke: In Japan, Osaka Prefectural Police is infamous for being a bit 'rough around the edges, such as yelling loudly and acting roughly even in front of cameras. The term 'Yakuzas in uniforms' is originally coined for OPP.

Chief of Tsutenkaku Police Station, Naniwa, is an equally silly man who mirrors the station he is in charge of. He usually wears a uniform, but occasionally, for comedic effect, he wears either swimming trunks or a Hanshin Tigers uniform. Believing that "being in an organization would be too restrictive," he has established Tsutenkaku Police Station as an "independent police force," and enjoys immense support from his officers.

Despite not appearing in the anime, she did make an appearance in Nintedo DS video game, voiced by Ryoko Shiraishi.
