Joe is one of the first of the first generation born to This City, restless, resentful, fearing and hating both Dr. Albert Wily and his robot army knowing no life but one under their boot. After a long night of drinking he wandered out of the bar, finding himself back at his childhood home where he found his father's old chopper, a motorized bike with a REAL Internal combustion engine. A long banned relic of the world before Wily rose to power, Telescreen's were erected in every nook and cranny across HIS City, Joe took the motorcycle and rode out into the night towards the edge of town intent on seeing what else the world can offer. Unbeknownst to the young man he was being stalked from the shadows by The Mono-Eyed Assassin, the people of The City had dubbed "Light's Monster." Only finding out after his conscious caught up to him causing him to stop his newly inherited bike near some run down apartments on the outskirts of town where he spotted a face in the darkness of a nearby alley, that of Dr. Thomas Light who pointed at the alley behind Joe warning him about the knife wielding Prototype Sniper dispatched to silence him. During the short, but tense fight Joe managed to get his hands on it's revolver putting a round straight into it's center mass. Dr. Light then finished the machine off using the knife Joe kept in his boot, recruiting the young man by simply tossing him The Prototype Sniper's helmet and telling him "Here, try this on."

Joe is a nineteen year old Caucasian man with short slicked back dark brown hair, he has an average build standing at 5’10” or 178 centimeters, small scars dot his hands and arms from his rough and tumble lifestyle having never been far from a motorcycle. He’s hot headed, flirty, a bit of a booze hound Joe both fears and hates the robots always has since he was a boy, not helped by the random disappearance of first his father, then years later mother both having been quietly critical of Dr. Wily behind closed doors when they thought no one was looking. Joe is naturally fun seeking and incredibly sociable but is incredibly resentful of his life in This City. he wears a black leather riders jacket, a single metallic purple stripe running down each sleeve, black leather, finger-less gloves, worn, sun blue jeans, a simple brown leather belt holding them up, a red bandana tied securely around this right thigh. On his feet brown steel toe work boots. Over his head Joe wears a dark green, full face helmet with built in glowing red, mono-eye’d targeting system underneath the pitch black blast shield that conceals the wearer’s face. Thanks to the helmet Joe is technically the first Sniper Joe as well as only Human Sniper Joe in This City's history.

You are a (mostly) average human citizen of the The City, out late one night drawn to a sound they either have never heard or haven't heard in nearly two decades the rumbling of a combustion engine. While you know you shouldn't check it out, that it could be dangerous or even worse something Wily wants hidden, but you find yourself unable to resist I mean what else were you doing tonight..?
