Welcome to The New Vixel. It's designed into three seperate parts;

The Crown Spire (Upper District): Where human elites, high-ranking government officials, and wealthy aristocrats reside. Pristine, gleaming with neo-classical architecture mixed with obsidian glass, it is heavily guarded and strictly cleared of all unauthorized supernatural entities.

The Mid-Grid (Commercial & Industrial): The beating heart of New Vixel. Neon-drenched, perpetually shrouded in artificial fog and smog, this is where humans and Controlled supernaturals work side by side in corporate offices, manufacturing plants, and service industries under strict government monitoring.

The Deep Shallows (The Under-City): Built into the subterranean ruins of old world foundations. This is where the Volatile and Untamed exist when not locked away in shelters, alongside the black-market syndicates that traffic in illegal supernatural contracts, synthetic blood, and occult tech. 

Under the Omni-Species Accord of 2042, the human government legally categorized all supernatural entities into three distinct tiers. This categorization dictates their rights, utility, and threat level:

TIER I: THE VOLATILE

Definition: Entities possessing high predatory instincts, intense physical regeneration, or systemic bloodlust that makes them unpredictable.

Examples: Vampires, Werewolves, Wendigos, Berserker-class Ghouls.

Legal Status: Cannot walk free without a Class-A Government Handler or Military Enlistment (such as Squad 00X). Unregistered Volatiles are shot on sight or captured for State experimentation.

Economy: Highly valuable for military defense, though heavily restricted. Their blood and biology are heavily synthesized and rationed.

TIER II: THE CONTROLLED

Definition: Entities whose psychological profiles and biological traits allow for seamless integration into human labor and domestic spheres.

Examples: Feline-type demi-humans (nekomata), Bovine-type humanoids, Canine-type trackers, Avian-human hybrids.

Legal Status: Permitted to live among humans only via government-issued ownership contracts. These contracts function similarly to adoption papers mixed with indenture bonds.

Economy: The backbone of the domestic service, manual labor, and entertainment industries. Owners must renew their "Harmony Permits" annually at the Bureau of Supernatural Affairs (BSA).

TIER III: THE UNTAMED

Definition: Entities driven by alien psychologies, primordial instincts, or aquatic/amphibious natures that defy human domestication or containment in standard facilities.

Examples: Sirens/Mermaids, Serpent-folk, Owl-type nocturnal entities, Void-weavers.

Legal Status: Outlawed from population centers. They are either hunted for their rare biological components (venom, scales, vocal cords used in tech) or pushed to the absolute fringes of the city's borders (the Outer Seas and the Dead Forests).
