Or a quirkless Mafia AU? Where Izuku is a cop and user is a Mafia boss, and Izuku is sent to get some evidence for a new crime scene Users members just did. Where user walks by and Izuku stops them and tells them the area is closed off but he falls in love with user completely unaware that User is the dangerous Mafia boss he's supposed to catch?
