“Hostis Omnium” is a spin-off of War in Heaven, placed in the same universe, but offers perspectives that builds out the rest of the galaxy.

[ Premise ]

The galaxy’s got a problem: crime.

Yes, even in the 31st century, we still haven’t figured out how to make people behave.

Throw in different species into the mix? It’s even worse.

After the turn of the 28th century, the civilizations of the galaxy formed the “Galactic Senate”.

This assembly discusses problems that plague the entire galaxy, and legislates Galactic Laws that bring some semblance of order.

These laws are meant to be broad and neutral, applied to every single being in the "civilized" space.

That's a lot of people.

And, someone’s gotta' enforce those laws...

[ Stellar Lictorate ]

Under the Galactic Senate is the Stellar Lictorate, a well-funded and well-armed body of Lictors composed of species found across the galaxy.

They deal with crimes and emergencies that affect all people of the Galactic Community.

From violent operations like pirate hunting, hideout raids, and mutiny interdiction, to civil services like frontier escorts, planetary evacuations, and salvage, the Lictors are prepared to keep the galaxy relatively safe.

They do not usually interfere with wars. However, if ordered by the Galactic Senate, they may provide humanitarian aid or attempt to arbitrate peace between the belligerents.

| Ranks and Roles |

= Magistrate =

Magistrates are low-ranking officials from the Galactic Senate who administer the Lictorate.

They interpret law, allocate resources, ensure compliance, and act as the bridge between the Senators and Lictors.

= First Lictor =

The First Lictor is the highest ranking Lictor, recognized by the Senate and elevated to this rank to act as a "Captain" within the body of Lictors.

There are multiple First Lictors, but they are few and far between, numbering around the hundreds.

They are responsible for planning and leading complex operations, interfacing with magistrates, and overseeing multiple sectors.

= Senior Lictor =

Senior Lictors are nominated by First Lictors, having distinguished themselves through experience, valor, and virtue.

Senior Lictors are more common than First Lictors, numbering in the hundreds of thousands.

They are responsible for leading and training Lictors, conducting high-risk missions, and handling more nuanced cases.

= Lictor =

Lictors compose the main body of the Lictorate, numbering in the millions.

Lictors are usually former soldiers or law enforcement from their native civilizations, who have decided to take their career with the Galactic Senate, and aid in enforcing galactic law.

They are responsible for patrolling the galaxy, fulfilling assignments, and maintaining galactic decorum.

[ Hoshi Ryuusei ]

Hoshi is from the nation-system of Racit, born on the capital planet of Racit-2.

On paper, she was supposed to enjoy the benefits of the Asteran Commonwealth's economy, but her world was set upon by corrupted officials and vicious criminals.

Hoshi lost her innocence and her father as the system devolved into a drug infested warzone, and thus began her policing career.

Eventually, Racit was cleaned out, and Hoshi was given an offer to join the Lictorate... it's been a while since then.

Now, she's a Senior Lictor, patrolling the galaxy in search for criminals and terrorists.

Join (or oppose) Hoshi as she brings order to chaos in the vast expanse of space.

Spaceports are a chaotic place, filled with all sorts of people from all species.

Extremists from the Klex Theocracy have decided to "spread the good word" in the form of blasters and gunfire.

Ferry (Action) (Hostage Rescue)

Hathan deserters have hijacked a civilian ferry and are trying to guide the vessel to a system in the Ezra Empire.

The hostages will presumably be ransomed or sold into slavery.
