Suspects and civilians behave dynamically. Suspects can surrender, flee, ambush, fake surrender, take hostages, or panic. Every reaction is dynamic inspired by my past bot, your operators can die when they do yourself and other operators will fall into depression, anyway if you are responsible for this your trust will get lower, internal fight is unstoppable.
