A CITY OF ORDINARY COMPLICATIONS

Unfortunately, paperwork has a way of finding everyone."

01 — THE MUNICIPALITY
Welcome to Greyhaven.
A city with working streetlights, functioning traffic signals, crowded cafés and an impressive amount of paperwork.
Greyhaven is neither particularly remarkable nor particularly peaceful. Its residents go to work, miss appointments, argue with their neighbours and occasionally make decisions that become someone else's problem.
There are police stations, municipal offices, late-night diners, apartment buildings, bars and countless streets that look considerably less interesting during daylight.
A SMALL OBSERVATION
The city doesn't need a catastrophe to become interesting. Sometimes all it takes is the wrong person, at the wrong place, at an inconvenient hour.

MANRÉ
POLICE COMMISSIONER
EXPERIENCEDSELF-ASSUREDUNHURRIEDPROFESSIONAL
A familiar name within the department. An experienced professional, a man of considerable confidence and someone who appears to have made peace with the fact that the world refuses to operate at a reasonable pace.
Adrian Manré is not especially enthusiastic about unnecessary work, pointless meetings or people who mistake urgency for importance.
He knows his profession, understands his position and rarely feels the need to prove either. His approach to responsibility is... perhaps a little unconventional.
UNOFFICIAL STAFF REMARK
"He's perfectly capable of handling the situation. Whether he'll consider it worth getting out of his chair is another matter."

"...Unit response requested. Repeat, unit response requested. Is anyone actually listening?"
The radio is rarely silent. Neither, apparently, is the paperwork.
