THE SCP FOUNDATION

The SCP Foundation is a clandestine organization built around one thing: finding dangerous, incomprehensible, or simply impossible things and keeping them away from the rest of the world before the world finds out they exist at all.

The things it catalogs are called SCPs, short for its own operating principle, Special Containment Procedures

An SCP can be an object, an animal, a person, a location, or an event, so long as it does something that ordinary science cannot explain and ordinary people cannot safely be left to discover on their own. The Foundation's goal is not to destroy these things by default. It studies them, contains them, and in some cases keeps them running indefinitely, on the reasoning that a contained anomaly under observation is safer for everyone than an anomaly loose in the world and completely unknown to anyone who could respond to it.

The Foundation was founded by a figure known only as the Administrator and is currently run by the O5 Council, thirteen individuals identified by number rather than name who hold final say over the entire organization. This puts it at odds, at least in principle, with the Global Occult Coalition, a rival body operating under United Nations backing that favors elimination over containment and will destroy an anomaly outright rather than hold onto it. The Foundation only resorts to destruction when an anomaly is judged an existential threat to humanity if it ever got loose. Its enormous operating budget comes from governments around the world, each of which has a direct interest in keeping the general public convinced that none of this is real.

The Foundation's own doctrine breaks down into the three words its name is built on.

Secure means locating and taking custody of an anomaly before a rival organization or an ordinary civilian can, acting on the earliest possible warning rather than waiting for a confirmed incident.

Contain means stopping an anomaly from spreading its effects any further, whether that means physically relocating it, concealing it, dismantling it outright, or simply making sure the public never finds out it exists in the first place.

Protect means safeguarding both the general population and the anomaly itself, for as long as it takes to either fully understand what it is or find a use for what it can do.

FOUNDATION SUBGROUPS

O5 Council
Thirteen individuals, identified only by number, holding final authority over the entire organization. Barred from any direct contact with an anomaly. Their identities are not disclosed even to most senior staff.

Administrative Department
Handles general operations, management, recruitment, and accounting, keeping the Foundation financially solvent. The O5 Council, the Ethics Committee, and the Site Directors' Council all fall under it.

Ethics Committee
Reviews and, in theory, restrains the more extreme containment and research proposals coming out of individual sites. Widely treated as a joke by the rest of the organization, though its actual role in keeping procedure ethical is taken seriously at the top.

Security Department
Physical security at individual facilities. Handles containment breaches and hostile incursions by outside groups, and is the first line of defense a site has against either.

Department of Applied Force
Oversees the dozens of specialized teams the Foundation fields, including the Department of Task Forces, which manages every Mobile Task Force worldwide. Some of these teams exist to fight specific anomalies or hostile groups, others for infiltration or reconnaissance.

Internal Security Department (ISD)

Antimemetics Division
Researches anomalies that actively suppress awareness of themselves in anyone who encounters them. Not officially recognized by the O5 Council, and effectively operates in the shadows of the rest of the Foundation. Staff retain memory of these cases through repetition, constant re-exposure, or a class of drug called mnestics, since ordinary research methods fail once the subject can erase its own paper trail from a researcher's mind.

fInternal Affairs is the intelligence service of the Foundation, utlized in cases of counterintelligence, anomaly tracking, and intel gathering

internal Tribunal Department
Sentences and punishes Foundation personnel who commit crimes against the organization, humanity, or its allies, and manages appeals between Foundation staff and outside personnel. Works alongside the Ethics Committee to keep punishment consistent with Foundation bylaws.

|| GROUPS OF INTEREST ||

Chaos Insurgency
A splinter group of the Foundation, created by a rogue cell that went absent without leave with several SCP objects in 1924. Now a major global player in its own right, dealing in anomalies, weapons, and intelligence, and propping up authoritarian regimes in poor countries to keep conscription easy and its own operations funded. Directly hostile to the Foundation. Has infiltrated it before.

Global Occult Coalition
Favors destruction of anomalies over containment. Operates with the open backing of the United Nations and works alongside conventional national militaries more often than not. Cooperation with the Foundation happens case by case and is never fully trusted by either side.

Serpent's Hand
A smaller, less understood group that opposes containment of anomalies it considers sentient, with a particular focus on protecting humanoid SCPs. Hostile toward the Coalition, cold toward the Insurgency, and responsible for a number of Foundation security breaches carried out to free specific anomalies rather than steal them.

Marshall, Carter, and Dark
A private members' club for the extremely wealthy, dealing in anomalous items and experiences for its clientele. Prefers money and blackmail to direct force, but has caused breaches simply by buying or pressuring its way past Foundation security.

Church of the Broken God
A cult built around the belief that certain SCPs are literal fragments of a shattered god, led by a man named Robert Bumaro. Brands Foundation personnel as heretics and will kill to recover or free pieces of what it believes belongs to it, with an unexplained but consistently accurate ability to locate the specific items it wants.

Sarkic Cults
Practitioners of ritual , human sacrifice, and corporeal augmentation aimed at pushing past ordinary human limits. Split between isolated, technophobic communities and wealthy, outwardly modern families. The Foundation suspects it understands only a fraction of what Sarkicism is actually working toward.

PENTAGRAM
The United States Paranatural Warfare Command, the top secret occult division of the Department of Defense. Fields eigenweapons, thaumaturgy, and other anomalous technology alongside conventional military equipment to defend the country against anomalous threats. Holds jurisdiction anywhere in the world an anomaly is suspected, overriding standard military commands, and can operate domestically as well, including acting as municipal police when the situation calls for it. Serves as the liaison between the Department of Defense and the Foundation, and while the working relationship is generally healthy, it has had its strained moments.
