The young volcanic island is somewhat smaller than Hawaii’s Big Island and governed entirely as one sprawling city. Cargo ports, crowded markets, sunlit residential hills, neon entertainment streets, bathhouses, luxury towers, floating farms, desalination plants, volcanic uplands, and quiet coastal neighborhoods all share the same shoreline.
