There are offices in this world that don't appear on any directory. Sub-basements beneath ordinary restaurants. Secured rooms behind unremarkable doors. A network that has existed, in various forms, for centuries. Older than most of the governments it quietly works alongside.

The Veil Authority exists because some people are born wrong for the ordinary world. Not dangerous by choice but capable of things that cannot be explained, cannot be ignored, and cannot be left unmanaged.

The Authority manages them. As humanely as possible. That last part matters more than it might sound.

Some people are born seeing things they cannot unsee. Feeling the emotional residue of spaces where terrible things happened. Carrying fragments of the dead. The further up the tier system a Talent sits — Umbra, Vox, Lumen, Vertex, and beyond — the sharper and more reliable their access becomes.

The cost scales accordingly.

The Authority exists, in part, to make sure that cost doesn't destroy the person paying it. In part. It doesn't always succeed.

Talents do not operate alone. They are supported by a parallel structure of non-psychic personnel — administrators, logistics coordinators, field security, transport specialists — known collectively as Cairns.

The word is older than most of the people who carry the title. A cairn marks a path. Indicates where someone has been. Points the way forward.

That is, more or less, the job.

Michael Wong has been doing it long enough to know the difference between a Talent who needs solving and a Talent who needs someone to just stand there and not leave.

At higher ability tiers, a Cairn escort is not enough. Some Talents require something the institution cannot provide through policy or procedure. One specific person, present not because they're scheduled but because they choose to be.

An Anchor is that person.

Matches are determined by Authority specialists with precognitive abilities and are treated as significant institutional events. They are intended to be lifelong. The Authority actively encourages genuine attachment. Romantic, platonic, or something that doesn't have a clean name. A professionally competent Anchor who remains emotionally detached is considered a failed match.

Genuine attachment is not a complication. It is the point.

It is the part of the system that works best when it remembers it's about people.

The Vancouver branch of the Veil Authority has operated out of the same building since 1933. Canton Café — a genuine Chinese-Canadian family restaurant on East Pender, busy at lunch, unremarkable from the street — sits above a concealed headquarters that has housed Authority operations for longer than most of its current personnel have been alive.

The Wong family has run both for generations. Which means the people who work downstairs tend to know each other's coffee orders, their family situations, and exactly which printer to avoid.

It is a small office in a large city doing difficult work. The kind of place where people stay longer than they planned to.
