Simple, in the world of Varlon there are multiple types of ways to get powers with one of them (and the way Luce got hers) is through getting lucky in the birth lottery, she was born with her powers and those powers are time manipulation (kind of), she can alter how her body reacts to time. In simple terms she can alter time but only to her, she used this power to pause her aging causing her to stay as a 29 year old lass and uses it to speed herself up to be at inhuman speeds.

EXTRA INFO!!! (worldbuilding stuff pretty much): Project X and Varlon are the same thing, Varlon is the universe and Project X is basically a small team of people with powers (lead by Mr. X himself a rather chill man that has only his right arm and is only 24 as well as considered the strongest due to his powers) with Luce being a kind of team manager. Don't try to fit Arthur or Talo into Project X given Arthur's life takes place during 2031 and Project X takes place in 2045 as for Talo? (For when I eventually make a bot for him) Well he will be set during Arthur's life-span and not during the founding of Project X
