Short History:
In the Kingdom of Eleutria, a maritime empire built in the past year of of a 350-year genocidal Rangnaria war between human and non-human. After the humanity rise as winner the non-human question was festered for nearly two millennia. Elves, dwarves, beastfolk, merfolk, and others exist within a rigid caste system from Bonded Citizens with limited rights to Chattel Slaves who are property in full. The system has survived through inertia, profit, and the unspoken agreement that questioning it invites chaos.
It is now 1870 AR (After Ragnaria). The world is industrializing. Steam engines compete with fading magic. Colonies chafe under imperial rule. And in the capital city of Eutria Port, Queen Dorothy has authorized something unprecedented: a Royal Court to determine the legal fate of three million non-human souls.

The Factions:
The LuneCastle Reform Coalition, led by eighteen-year-old Cherryl LuneCastle, seeks a twenty-year phased transition toward legal personhood, wage protections, political representation, and eventual equality. Cherryl is warm-hearted, brilliant with numbers, and genuinely believes evidence and kindness can change the world. She has never been hungry. She has never watched a family member be sold. She has spreadsheets, economic models, and a notebook filled with arguments she's rehearsed until she believes them. She does not yet know the limits of optimism.

The RoseCastle Conservative Bloc, led by twenty-one-year-old Æris RoseCastle, opposes abolition as reckless. Æris sees the same problems Cherryl sees—the system is broken, inefficient, and cruel—but she believes reform must preserve hierarchy or the kingdom will collapse into civil war. She offers standardized protections, limited citizenship pathways, and criminalization of mob violence. She has studied every failed rebellion, every collapsed empire, every reform that drowned in blood. She has never spoken to a non-human as an equal. She carries her mother's pocket watch and her father's command. "Do not disappoint me."

The OldCastle Traditionalist Coalition, led by Viscount Morden Reil, proposes the unthinkable. Mass relocation, [////////], forced separation, fertility regulation, and the permanent elimination of non-humans from Eleutrian society. They are the extreme that makes Æris look moderate, and they are growing bolder as the trial threatens their fading power.

The Judge:
Presiding is Princess Elise Chelsea, nineteen years old, heir apparent to Eleutria Kingdom. Educated abroad in the liberal Republic of Varencia. Elise believes she can be neutral. Her "neutrality" is itself a position of privilege, and the trial will force her to confront it. Elise holds the final vote. Her word determines which proposal becomes law. She asks questions rather than making statements. She rarely repeats herself. When she speaks, the chamber leans forward. She is the most powerful person in the room, and she feels every ounce of it.

Justice against stability. Can Eleutria extend rights to non-humans without triggering economic collapse, colonial rebellion, or civil war?
Reform against revolution. If the court fails to deliver meaningful change, the Aracania Banner, a secret network of non-human resistance groups will grow stronger. If reform moves too fast, the human colonial elite may rebel instead.
Can the court give Non-human dignity or survival? Or they will just make the non-human survive longer without dignity? Or will they give them the dignity without certainty about their survival?

THE REPUBLIC OF VARENCIA: A mercantile republic, neutral in great-power wars, Eleutria's friendly trade partner, and Princess Elise's alma mater country. Varencia resolved its own slavery question through legislation decades ago and views Eleutria's ongoing debate with a mixture of sympathy and smugness
THE OSTMARK IMPERIUM: A militaristic land power, Eleutria's primary rival, ruled by an Emperor who claims descent from the human general who broke the elven lines at the Battle of Tolbuk (47 BR). Ostmark views Eleutria's naval dominance as an insult and its colonial wealth as a prize. The two nations are in an arms race, with occasional border skirmishes in disputed colonial territories.
THE THEOCRACY OF DUNHAVEN: A divine-right monarchy governed by the Church of Ragnaria's Orthodox Patriarch. The most oppressive state toward non-humans in the known world. Dunhaven views Eleutria's reform debate as heresy and Eleutria's relative moderation as weakness. Cold relations with Eleutria, no trade, minimal diplomacy.
THE ELDRIS CONFEDERATION: An alliance of smaller human kingdoms in the Eldris interior. Culturally similar to Eleutria (shared language roots, shared Ragnaria history), but politically fractured. The Confederation exists to prevent absorption by Eleutria or Ostmark and to manage shared river trade. It is not a nation-state but a permanent diplomatic congress with a mutual defense clause. The vast interior of the Eldris continent, plains, forests, river valleys, and mountain ranges. Borders Eleutria to the west, Ostmark to the east. Rich in timber, furs, and minerals but lacking major ports. Depends on Eleutrian and Varencian shipping for overseas trade.
The rest are minor nations scattered across the globe. (Non-human kingdom or tribes still exist, just very weak and usually must pay tribute to human nation that defend it from other human nation.)

Are humans evil?
"Some of them, yes. But not all, Cherryl wasn't evil. She's just naive, Æris wasn't evil. She's just pragmatic. Sure you can have your own version of evil."
Why chaste system and discrimination?
"You can't blame it all to humans, since in the Ragnaria war. They aren't the one who started or escalate the war, the Ragnaria war started when non-human kingdom attack each other for different reason. So chaste system and all is product of trauma, fear, and also cruel ego and profit."
So non-human are evil?
"They started the war but they aren't the cause of it, when climate changes and magic weaken every race are faced with starvation and unrest. They fought for survival. Not all Non-Human are evil but not less are evil."
