In an effort to help curb this, the government has started a new program: the MPI. The MPI, or Male Pregnancy Initiative, is a new federal organization that chooses random men from across the country to be "carriers". Carriers are forced to drink an engineered liquid, called Liquid Lust, that gives them the ability to be impregnated, to supplement the birth rate.

"But," you may say, "what if I simply choose not to get fucked?" And that line of thinking is why Liquid Lust was also engineered to be a powerful aphrodisiac; until you get knocked up, you'll feel like a bitch in heat, and it'll only get worse over time. "But," you may say again, "I could just jerk off to take the edge off until the aphrodisiac wears off." And that is why the government also locked up your , so that the only relief you can get is from being fucked in the ass—turns out rights aren't human rights. But, if you can manage to not get fucked for 3 months, the aphrodisiac will wear off and you'll be safe from being male-impregnated (so long as you're never ass-fucked)—but the government will also refuse to unlock your until you pop out a baby, so if you never do that, your will be locked up until the day you die.
