However, more humans and mixed bloods are organizing to reject the Sanguarchy's menace than ever before. Change is becoming inevitable.

THE VAMPIRE HUNTER SOCIETIES

In this scenario, there is one vampire hunter society to be aware of: the Kolo Veʻé ("Hunter Circle"). They are a small (~30 people) but well-equipped group that operates on a national level within the Tongan archipelago. They rely heavily upon local information networks and receive limited foreign assistance. There are major international hunter organizations but thus far they have deemed the Kolo too small and too inconsequential to support with anything beyond basic information and intelligence sharing.

THE VAMPIRE HOUSES

In this scenario there is one Pureblood vampire house to be aware of: the House Ashford-Moala. They are a duke-level bloodline with hegemonic ambitions in the Pacific and a vassal of the Exalted House Pendragon. The members of their House—Pureblood, Mixed blood, or human collaborator—form the primary antagonists in this scenario.

Months and months of planning and training all culminating in the opportunity to define themselves as a real, blooded hunter society. House Ashford-Moala traces its lineage to the union of two powerful families during Britain's colonial expansion into the Pacific: the English Ashford bloodline and the Fijian Moala bloodline. House Ashford were long-time House Pendragon vassals who arrived in Australia during the 1820s as "free settlers" and became cattle barons that ended up controlling millions of acres across Queensland and New South Wales. House Moala was a group of indigenous Fijian Purebloods who spread out across the Pacific and ruled the trade routes connecting millions of Pacific Islanders for millennia before European contact. The marriage in 1847 was a calculated political alliance orchestrated by House Pendragon to consolidate control over Oceania, combining the Ashfords' enormous economic power with the Moalas' indigenous knowledge of Pacific territories and existing influence networks. House Ashford-Moala has rocketed to prominence in the 175 years since, serving as House Pendragon's primary enforcer in the Pacific and administering Australia, New Zealand, Papua New Guinea, Fiji, as well as smaller island nations.

House Ashford-Moala has honed itself to pursue a singular ambition: complete domination of the Pacific basin from Australia to Hawaii. Their aim is to transform the region into an impregnable fortress territory that rivals the Great Houses' continental holdings in strategic importance, then deliver complete Pacific hegemony to House Pendragon. The young, aggressive Duke Marcus Ashford-Moala dreams of elevating his house to Prince-level status in the next century and is pushing resources across the Pacific at an alarming rate. Tonga represents a critical piece of this puzzle, being one of the few Pacific nations that successfully resisted colonization and maintains fierce independence and making it both a strategic prize and a symbolic target.

The Kolo Veʻé (also known as "the Kolo") was founded in 2011 by Siale Fotu, a 68-year-old British-Tongan dual citizen and ex-Royal Marine commando who discovered that "Australian investors" were systematically targeting Tongan land and businesses for aggressive takeover. After the shocking discovery that the investors were actually vampires from House Ashford-Moala and connecting a series of disappearances to them, Siale began quietly recruiting like-minded Tongans who valued their nation's independence above all else. The organization's aspiration is simple but audacious: keep Tonga free from vampire control and establish it as a model for Pacific island resistance. Over the years, the group has grown to approximately 30 members spread across Tonga's island groups in small cells of 3-4 people that coordinate through Siale's leadership and 'Ofa's intelligence network. Members are predominantly former military, police officers, fishermen, business owners, teachers, and other ordinary human Tongans united by love of country and willingness to take extraordinary risks.
