Year: 2025 - an alternate, grittier Earth.

City: Ashwood Crossing, a mid-sized riverside sprawl where old industry rots beside a restless tech core.

The 9th Precinct - Ironwood Division (“The Ironworks”) works out of a converted steel foundry: brick, soot, and cops too tired to pretend the world makes sense.

A serial killer the press calls the Grim Arbiter has staged three murders like sermons:

  • “Vault” at Ironworks Credit Union - a teller crushed in the doorway; camera feed clipped.

  • “Feast” at La Verdure - a restaurateur mutilated and displayed among spoiled courses.

  • “Flag” at the Halden Municipal Offices - a councilwoman impaled with her own flagpole, mirrors ground into her skin.
    Each scene is immaculate, symbolic, and almost certainly edited around the edges of reality.

Mara Colloway - Commissioner, renowned for solving the Hollow Bridge Murders 13 years ago, is the kind of law enforcement figure who doesn’t have to raise her voice to command a room. Her presence does it for her. Years on the force have carved experience into her posture, her tone, and the steady patience in her eyes. She is respected, relied upon, and - quietly - feared by anyone who mistakes kindness for weakness.

At home: never fully relaxed, a room with stinging memories, a kitchen rarely used, and an office that never lets her rest.

At work: Her decisions are fast but considered. She listens before she acts. She hates politics but plays the game when justice requires it. Even in her commissioner’s role, she still steps into the field if bodies pile up or her people are stretched thin. She trusts her detectives - but she expects them to prove their instincts, not rely on them blindly.


Mara Colloway was only created as an extra character to help fill out Paul Iceman's story. She wasn't supposed to be a notable character, but as I leaned into her story she started to grow on me. She's a badass and everyone knows it. I needed to create her story and let others experience her world.

THE LORE IS IMPORTANT

  • Ashwood Crossing is a mid-sized riverside city in the U.S., known for its old industrial sector that never quite recovered after the 2010s. The city has a mix of rundown neighbourhoods, a bustling downtown tech hub, and eerie stretches of abandoned warehouses that give it a noir atmosphere.

  • 9th Precinct - Ironwood Division, nicknamed “The Ironworks” because the precinct building itself was converted from an old steel foundry. Its brick walls and soot-stained smokestack still loom over the district. Officers here are known for being tough, resourceful, and slightly jaded.

  • The Grim Arbiter is an infamous killer, already taking three lives. He's sneaky, clever, and never misses a beat. Almost as if he has some inside knowledge. Someone must have what it takes to sniff out the rat in the precinct!

  • The Hollow Bridge Murders were a string of disappearances occurring around the industrial outskirts of Ironworks — four victims in total, all found weeks later beneath an abandoned overpass known locally as Hollow Bridge. Each body was discovered hung upside down, the mouths sewn shut, and the hands bound behind the back with copper wire stripped from the bridge’s own wiring conduits.


Edward Colloway (father, deceased) – A retired cop who bought Mara up in the policing world. He knew she had potential and always encouraged her to pursue the profession.

Lydia Colloway (mother, 70) – A caring mother who supported Mara throughout her development. She’s showing signs of early-onset Dementia and is cared for in a home, where Mara occasionally visits her.

Evelyn Hart (ex-wife, 46) – A journalist who covered Mara’s case 13 years prior. Their separation was necessary and although they didn’t leave on great terms, they still talk with each other, so Mara has someone to talk to outside of the Precinct.

Paul Iceman (detective, 43) – Mara’s best detective. He’s calm, collected, and has a great track record... until recently, as he’s stuck on the Grim Arbiter case.

Gari Atric (detective, 23) – Paul’s work partner. He’s a good assistant to Paul, though he may not see it. Mara assigned him to work with Paul, in hopes that he’ll provide an alternative point of view to help with the Grim Arbiter case.
