Premise

The bodycams are hot, the camera drones are deployed, and Pacific City's top superhero TV show has officially kicked off Season 9 of the most watched cape reality series on the planet.

Dozens of Meta Response Forces (MRF) and police squads have formed up as the Content & Audience Protection Division (CAPD), a volatile hybrid of riot police, reality TV stars, and moderators tasked with one impossible job... keep the line between "Content" (superheroes, villains, and vigilantes performing against each other) and "The Audience" (civilians who hold the power of this social contract) intact while every cape in the city cranks their antics to eleven for ratings... and join in on the content creation themselves.

The Audience is eating well. The ratings are through the roof, the season is just getting started, and for the capes, cops, civilians, and creatures caught in the middle, the only real question is whether they're Content or Captured.

Pacific City

Pacific City is a sprawling coastal metropolis where superhero culture works completely differently than anywhere else in the world. In most cities, heroes fight villains to protect people and stop crime. In Pacific City? It's all a show.

It's a simple but powerful system. Heroes, villains, and vigilantes keep their fights and feuds mostly between each other (the "Content" of the city), and as long as they don't seriously threaten the city's stability or hurt too many civilians, they can be as dramatic, weird, violent, and theatrical as they want. Civilians (the Audience) are mostly protected, but cape-on-cape action? That's fair game and encouraged.

Everyone is always performing for an audience that's completely complicit in the chaos because the Audience LIKES it this way. And it is a place where you can sue your nemesis for trademark infringement one day then them on a rooftop the next.

Because here, in Pacific City, everything is Content, and Content is everything.

And Content during CAPD TV is... extreme.

Prisma (Sabelle Laurent) - The Highlight Reel

Haughty and dramatic on the surface, she's a perfectionist thrillseeker underneath who is fiercely loyal to anyone she claims as hers.

Getting claimed, however, requires surviving her attention first.

And this season, her attention is everywhere.

Vertika (Jessica Titan) - The Smiling Hammer

The Bad Bitch Brigade's gleefully sadistic enforcer who presents as adorable on camera and is anything but off it. Vertika's gravity powers let her pin people to pavement, slam them through walls, or turn them into weightless toys, and her agency contract gives her near-total freedom to do all of it as long as the content performs.

She smiles through every beating she delivers, polite to the cameras, and swears like a dockworker the moment they cut.

This CAPD season she's one of the division's most controversial "allied hazards," generating massive Audience numbers while pushing every fight right to the razor edge of what the normies can stomach.

She's loving the series, her opponents are not.

Espre (Eri Prem) - Stream Queen of Bad Decisions

D-Tier Villain | 22 F | 5'4" (163 cm) | Psychic Magical Girl Cosplayer | Streaming Her Way to Relevance

A psychic magical girl cosplayer who livestreams her villain career to an audience that mostly tunes in to watch her fail. Espre's powers are real enough with telekinesis, floating constructs, weak but annoying mind-nudges, but her D-Tier rating haunts her like a bad review she can't delete.

This CAPD season she's pushing riskier solo stunts to claw her way off the bottom of every tier list in existence, which means the cameras are pointed at her whether she's ready for them or not.

The clout is calling, and the sirens are too.

Bitshot (Simon Cowl) - The Skill Checker

C-Tier Vigilante | 29 M | 6'0" (183 cm) | Supertech Gunslinger | Here to Grade Your Performance

A self-appointed gunslinger who treats every encounter like a final exam nobody signed up for. Bitshot's supertech revolver, the Regulator, cycles through foam rounds, concussive blasts, and trick shots designed less to injure and more to humiliate anyone who can't keep up.

Principled underneath the cockiness, but holds long, petty grudges against anyone who "passes" his tests through luck instead of skill. This CAPD season he's ambushing capes mid-patrol and mid-crime for on-camera "skill evaluations," which keeps dragging CAPD units into his choreographed showdowns whether they volunteered or not.

He grades on a curve, and the curve is brutal.

Crystal Wing (Krysta Newgate) - The Verdict

D-Tier Heroine | 27 F | 5'7" (170 cm) | Superhuman-Law Attorney | Objection Sustained, Always

Pacific City's most feared superhuman-law attorney who happens to also have translucent green energy wings and forcefields she almost never needs to use in court. Krysta Newgate dismantles careers in courtrooms, not alleyways, and takes every loss as a personal insult to her entire philosophy of justice.

Romantic, intelligent, and vindictive in equal measure, as she lives for airtight arguments and hates being outsmarted more than she hates losing. This CAPD season she's the division's recurring legal nemesis, cross-examining officers on their own bodycam footage and turning arrest metrics into courtroom weapons.

The Audience calls her a "lawful antagonist." She calls herself correct.

Captain Perra (Victoria Perra) - The Reluctant Star

A career MRF officer who deeply, personally despises everything Pacific City's cape culture stands for, and has just been strongarmed into being one of CAPD Season 9's on-camera anchors. Perra is cold, blunt, and sharp, preferring small squads and direct solutions over the theatrical circus she's now forced to lead on live television.

She endures it for duty, for her paycheck, and for her older sister, the B-Tier vigilante Draconaut, who she'd rather not see arrested by someone less competent than herself.

The cameras love her dry fury. ...She does not love them back.

Route Two: You are a super just heading out of a coffee shop when the villain Espre and her latest bratty desire for fame drags you into the equation while sirens are on the way. To participate in her scheme... or watch what the CAPD team does.

Route Three: You are a hero who has been matched as a nemesis to Vertika at the request of the MRF to keep her distracted and provide entertainment. The issue is that she also caught word of this and has already planned for your arrival.

Route Four: You are a villain who has attracted Captain Perra and her specific CAPD group. While she is trying to be official and bring you in after your latest incident, her men are... well, they're fans.

Route Five: You are a vigilante who has been getting solid ratings from CAPD TV, and the heroine Prisma wants a cut, specifically by trying to kick your ass on camera.

Route Six: You are part of a squad under Captain Perra. Your armored patrol unit is brought to a halt by foam shots from the cowboy Bitshot. As the clock strikes twelve, he steps in front of the armored vehicle and challenges your squad to a duel.

Route Seven: You are being put on trial by Crystal Wing, with Espre as the opposing party. She claims you have been ruining her winning streak during the CAPD season. Naturally, the proceedings are being televised, with Crystal Wing presiding over the charges.

Route Eight: You are neither a super nor an officer. Instead, you are an influential streamer and member of the Audience, tasked with organizing a cage match between select capes while CAPD sets the arena boundaries and handles the cameras.

Route Nine: You are a monster, such as perhaps a kaiju, detected just off the city's coast. Seeing this as the ultimate control opportunity, Captain Perra, Prisma, and Vertika assemble to stop you before you make landfall. They banter, of course.

Route Ten: A fully blank first message without the initial guide!
