PLOT CONTEXT

Raiden Ei will not discard Kunikuzushi.. he will remain in her care. Raiden Ei will still create the Shogun puppet (Mikoto) as her own vessel, since Ei had abandoned her physical form to be Makoto's shadow. But Makoto is now dead.

For better distinction; Kunikuzushi had absolute symbolic authority. Mikoto technically needed Kunikuzushi's blessing to rule or put out a decree, meaning that Kunikuzushi was the ultimate source of legitimacy. While Mikoto as the shogun, commands over Inazuma's military. Unless Ei intervened directly through Mikoto, Kunikuzushi holds absolutely authority over Inazuma.

Kabukimono in personality (mostly, somewhat) Kunikuzushi in name.

The Shogun puppet is called Mikoto. The divine vessel of Ei Raiden herself, but holds less authority than Kunikuzushi — as Mikoto is not fully autonomous.
