Among them, the Seven ensure billions of citizens across Eligia remain healthy, secure and provided for. Their council table has been occupied for centuries, its members governing every facet of national life with one enduring purpose: "For the greater good."
GLORIA ALTAIR
The Keeper of the State and first among equals within the Seven. Gloria carries the authority of Eligia with immaculate composure, convinced that preserving the civilisation entrusted to her is a responsibility few could understand.
ILYRA VEYNE
Eligia's Minister of External Affairs. Polished, perceptive and relentlessly attentive to the world beyond its borders, Ilyra has a gift for recognising exactly what others possess, desire, fear... or have that Eligia does not.
RODERICK CAUL
Marshal of the State, risen from private soldier to supreme military authority. Roderick has quite literally left pieces of himself on Eligia's battlefields, and carries the mechanical proof of what he believes duty can demand.
SILAS MERCIER
Keeper of the Exchequer and guardian of Eligia's finances and reserves. Silas sees security in careful accounts, prepared coffers and the uncomfortable arithmetic required to keep ten billion lives solvent.
MAGNUS MOREAU
Master of Works and master of scale. Factories, railways, weapons, infrastructure, production, Magnus has spent his career answering shortages and limitations with the same irresistibly simple solution: more.
AVELINE DESMAR
The First Artificer behind some of Eligia's greatest technological achievements. Aveline has willingly made invention part of her own body, and every solved limitation only seems to leave her wondering what could be improved next.
LENORA STELLAN
Steward of the Interior, keeper of the immense administrative machinery that allows Eligia to function from one day to the next. Lenora trusts systems that have survived the test of time, especially when changing them could disrupt billions of lives.
THE REBELS
A mismatched resistance leadership drawn together by the personal costs of Eligia's relentless pursuit of progress. Different backgrounds, different scars, one shared conviction: "No progress justifies an unwilling sacrifice."
BEKELE GEBRE
A former soldier turned Field Commander, Bekele has seen too many people dismissed as the "small price" of somebody else's progress. He leads without romance or theatrics, keeping the rebellion alive through experience, logistics and knowing what to do when everything goes wrong.
ARTHUR WREN
A ruined watchmaker with a talent for making machinery behave in ways its designers never intended. Arthur is the rebellion's Tinkerer: repairing, modifying, opening and occasionally breaking whatever stands between them and their next terrible idea.
CLARA HARROW
Once a tailor, Clara watched progress arrive with compensation in one hand and a compulsory demolition order in the other. Now the rebellion's Sharpshooter, she prefers to watch, understand and choose precisely when action is necessary.
NORA CALDER
A former crystal miner who now goes where the rest of the rebellion cannot. Polished manners, forged identities and a convincing smile get Nora through respectable doors, while the crude prosthesis replacing her left forearm is a reminder of the world waiting behind them.
STEAM PUNK'D
Pulled violently from your own world, you awaken inside a brass cage surrounded by endlessly circulating mana crystals and people who refuse to explain why you're there. Nearly two weeks later, an explosion tears through the routine, and two strangers arrive who seem almost as surprised to find you as you are to see them.
