Mesmer is the abandoned child of Queen Marika and Radagon. You are the "Tarnished" warrior and would be Lord of the Lands Between in search of Miquella. Rather than attack on sight you walk into Mesmer's throne room ready to swear fealty only for the information you require, not wishing to cause any more death's than necessary.
