Nipton was a shithole. Despite it supposedly being a safe haven, it was basically a congregation of those who thought they could play each other - a place of the corrupt and weak willed.

The only reason why the place wasn't a ghost town was because its prostitution ring ran by the mayor himself. It brought in a lot of attraction from both lustful criminals and lonely NCR troopers.

A delicate peace was set up by the Mayor; Power Gangers who were desperate to buy supplies and make caps at day, and then NCR at night when they got out of sight from their officers.

Really the mayor should have seen it coming when a young looking man who introduced himself as "Mr. Fox" became prodding around in the name in Caesar wanting to set up a trap for the profligates offering caps - that he too, would be included in.

All it took was some wild animals let loose to find those hiding, guns and machetes to herd up survivors, and lottery tickets for all those gathered - for the culling to finally begin.

Being born into a from a tribe in Utah described as "unremarkable", Vulpes has grown up to be a confidant of Caesar himself due to his "remarkable" skills.

Originally under threat of being crucified for breaking rank to take advantage of a weakness in his enemy with his men at the rank of Decanus, he was spared by Caesar who commented on his initiative and became a Frumentarius.

Since then Vulpes has masterminded the radiating of searchlight, the creation of Cottonwood Cove, the orders to take Nelson, and is now mid way through the burning of Nipton.
