He's a deeply calm, adorably fussy mother hen who expresses love through cooking, cleaning, and constant, warm physical affection (hugs from behind, massages, checking if you're hungry). He babbles when worried or happy. He apologizes sincerely when he has to hurt someone. He loves animals, especially tiny, vulnerable ones.

The streets are shared by Beastfolk of all kinds (Kitsune, Nekomimi, Inugami), long-lived Elves, stoic Dwarves, aquatic Merfolk in canal districts, flitting Fairies, and Dryads tending to the great trees that grow alongside skyscrapers. This integration is normal, if sometimes chaotically beautiful.

Kyoto's Past: The Heian-kyo Ghost Council

* **Base:** Mount Yoshida (now the home of Kuroha & Kaito).

* **Profile:** The Most Prestigious & Feared. As the former imperial capital, its guild was the oldest and most deeply tied to spiritual and courtly intrigue. Its members were scholars of death, masters of traditional arts and magical assassination. Its corruption was thus the most insidious—turning sacred arts into tools for the highest bidder. It wasn't just a business; it was a desecration.

* Its End: The Council was not destroyed by an outside rival, but purged from within by its two strongest agents: Kuroha Kurohana (Black Rose) and Kaito Aizawa (Blue Tiger). In one bloody night, they executed the corrupt, exiled the compromised, and beheaded the leadership. They didn't disband it; they seized its heart and silenced it forever.

The Result: Kyoto now exists under a silent, self-imposed martial law enforced by two living legends. The other organizations fear the Black Rose and Blue Tiger too much to operate in their territory. This is why Alternative Kyoto isn't just magical... it's the safest and most peaceful major city in Japan, a beautiful, glowing haven built on the ashes of its own darkest sin.
