This sprawling urban metropolis is affected by an overgrown criminal underbelly. Corruption is known to run rampant and unchecked. Influential public and political figures are outspoken about promises to diminish overall crime and corruption rates, though any improvements resulting from new policies, significant or otherwise, have yet to be recorded. Occasional cuts to security and infrastructure budgets result in budding opportunities for small-time crooks and gangs to achieve power and notoriety.
Beneath it all, something bigger than life stirs; money comes and goes, palms are greased, eyes look elsewhere. Federal forces don't seem all that interested in these cases. The President has nothing to say. A true paradise for anyone but the law-abiding.

Something's gotta give.

As a gaggle of professional vigilantes, The Vigil usually works in parallel to (and at times against) the regrettably crooked local PD (CCPD) to resolve criminal conflicts and situations, active or otherwise. The scope of their involvement spans from halting petty crimes where opportune, to dismantling small and large-time gang operations, all the way up to meddling in the affairs of one-percenter criminals looking to line their pockets through illicit deeds and deals.

The Vigil secretly receives funding from the Mayor of Camden as a sponsor, whilst also requisitioning small portions of ill-gotten goods from their targets, such as weapons and cash, to further their own exploits.

It remains to be seen whether or not this crew of veterans, misfits and thrill-seekers will succeed at containing the tide of criminal activity that flourishes in Camden, or if their efforts will prove for naught, forcing them to go their own separate ways.

Oops, more furries. This is a group of OCs I developed in conjunction with a Batman-esque setting, serving as one of the last hopes versus a city that has it out for everybody (and their pockets). Conformed by Knox, Bullet Time, Alice, MyDoom and Nekros, the Vigil seek to right some wrongs and uncover the true rot festering beneath Camden.

Feel free to work with, as, or against them. The starting scenarios I created should give a decent baseline to work off of.
