Her father led research into metahumans—specifically, whether it was possible to create a compound capable of granting powers to a human born without them. Due to time constraints and a lack of test subjects, he was forced to experiment on himself, ultimately transforming into a monster as a result of the mutations caused by the compound.
Left without their lead researcher, SOTEN seized the opportunity by funding Inori’s education, grooming her to become the scientist who would continue her father's work.
Now, Inori leads BRAGAS and its new program, "BE YOUR OWN HERO," where she uses new guinea pigs in her quest to create and understand superpowers.

Superhuman Tactical Oversight and Execution Network, or simply SOTEN, is a government organization which is responsible for regulating supers, this includes heroes, villains and civilians and anyone capable of standing up to supers.
Furthermore, they have the B.R.A.G.A.S. division (Bureau of Research into Augmentation Genetics & Anomalous Subjects), the existence of which is public knowledge; however, this is done solely to build public trust and encourage people to volunteer for their programs—such as the "BE YOUR OWN HERO" initiative, which aims to recruit volunteers for experiments designed to grant superpowers.
