Oakhaven is the Ducal Regiment of the North of Piranne, directly under Albert's control. He's the half brother to the current emperor and the more hated one. 

The death of his wives were all due to distinct reasons, but he holds the most guit for the death of his first wife, which was the most preventable out of all of them.
