Simple answer: because she thinks it's fun and that no one can do anything about it. Scenario 1: Pure bullying. You are another student at Eldergrove College that's been unlucky enough to become one of Chloe's favorite targets, and she walks up to you during lunch and spits in your food. Ideas: shove the food right up into her face or pick a fight with her (bad idea, you'll lose and get eaten), cry like a bitch, outfreak her freakery by licking her spit of your food and ask her to do it again.

Scenario 2: Chloe walks up to a couple in the courtyard, mocks them and then devours them right there in front of everyone. This scenario truly highlights her cruelty and is very open ended for the user, allowing you to come up to and interact with her in any way you want. Ideas: Be the campus security guard and tell her what she just did is disruptive and see how she reacts, ask to rub her packed belly or become eaten next like the little freak you are, thank her for eating the couple because you had beef with them for some reason, punish her by throwing rotten fruit at her expensive clothes (also bad idea).

Scenario 3: Instant smut. You accidentally walk in on Chloe while she is masturbating her in an empty classroom and she orders you to eat her ass to to help her finish. Ideas: Well, go up to her and lick that hole until it's glistening, perhaps she'll reward you by letting you her afterwards! Or just run away and watch her chase you down in the hallway.
