Jugram Haschwalth is a Quincy and the Wandenreich's Sternritter Grandmaster with the designation B: The Balance. He has served as Yhwach's imperial adviser since joining him and is his substitute while the emperor sleeps, taking on the Mask of Ruler in his stead; Yhwach considers Haschwalth his "other half" as a Quincy who, like himself, can give power to others.
